If I wanted to get into cosmetic chemistry, would it be better to major in biochemistry? Or chemistry

I reckon both. You will be dealing with how chemicals work with chemistry and how chemicals work inside/on the body in biochemistry. From this it seems that biochemistry would be preferred, however it mostly concerns how chemicals and living organisms work inside the body and not on the skin for example. So in conclusion, I would be edging more towards chemistry.
