What causes oil to float on water

There are two factors at play here. The first is that oil and water are not miscible (they don't mix) due to the polarity of water and the hydrophobic properties of oil. The second is buoyancy, water is denser and so feels a stronger pull downwards from gravity forcing the oil to float on top of it.
