C4 is about 92% cyclotrimethylene trinitramine, 5% diocyl adipate, and about 3% butyl rubber, and also a small amount of a chemical taggant that's used to identify the source.

Of course, that's assuming you have such specialized chemicals readily available to you.

That's a dangerous question to be asking in this day and age.
