Unless you have years of experience, and millions of dollars, you will not be able to make anything like an android. But there are things you can do. I'd suggest buying a few kits. They will give you a hands on feel for electronics. You need skills like soldering and you need circuit knowledge. These take time to develop. A kit will give you an intro to robotics, and from there you can start exploring. The better looking robots these days are only made in expensive labs. The circuit components are so tiny that it is almost impossible to solder them yourself. And the complexity of them is mind boggling.
You should also learn to program. I would suggest learning C or BASIC. Then you should learn to program microcontrollers. You can get a kit for that, like the PICkit from microchip. But be prepared for years of learning and tinkering before you get anything even close to what you are looking for.
Also be prepared to spend a lot of money. You can salvage lots of useful parts, like servos and motors from old printers and scanners, but you will need other stuff. There are always very specific parts you will still have to order and they get expensive!!
