if you multiply the exponents, it becomes
y^2 z^-1 / y^-2/3 z
= y^2 / y^-2/3 z^2
= y^8/3 / z^2

(y^2 z^-1)
= ---------------------
(y^2/3 z^1)

= [ y^( 2 - 2/3 ) z^ ( 1+1 ) ]

= y^(8/3) + z^2
