3 represents the x, so if the point is true, then 17 must equal 5(3)-2, which is 13. So that point does not lie on the line.

The 3 in point (3, 17) represent x. To test this out, just replace x to 3, like this:

y = 5(3) - 2

Then solve it out. If y is equal to 17, then it do lie on this line, if it isn't 17, then no.
