7X-28= 44-11X [Distribute]
7x=72-11x [Add 28 to both sides]
18x=72 [Add 11x to both sides]
x=4 [Divide both sides by 18]

7(x-4) is the same as 7x-28
so 7x-28=44-11x.
Move like terms to one side.
18x=72
Divide by 18.
x=4

7(x - 4) = 44 - 11x
7x - 28 = 44 - 11x
7x + 11x - 28 = 44 - 11x + 11x
18x - 28 = 44
18x - 28 + 28 = 44 + 28
18x = 72
x = 72 / 18
