When you are 10.0m from the first intersection, all the lights turn green. The lights are green for 15.0seach.Calculate the time needed to reach the third stoplight.......
Each intersection has a traffic signal, and the speed limit is 50km/hr . Suppose you are driving from the west at the speed limit. When you are 10.0m from the first intersection, all the lights turn green. The lights are green for 15.0s each.

Calculate the time needed to reach the third stoplight.

If I understand, you're asking how long it takes to go 10 m + 65 m + 85 m = 160 m

160 m * 1 km/1000 m = 0.16 km

v = d / t
50 km/hr = 0.16 km / t
Solve for t. The result will be in hours.

The problem doesn't say what units it wants the time in. So the only problem is if the 2nd light changes and makes you stop there. Will you make it past the 2nd light in 15 s?

I suppose you need to convert the value of t to seconds. Example:
0.5 hour * 3600 s / 1 hour = 1800 seconds
