In order for your hedge hog to be well acquainted with you, you can also attempt to socialize it. You can feed it from your hands, touch it from the front to back in order to avoid the quills, and even pick it up if you are comfortable enough. They do like to nibble and smell, so make sure your hands are clean. Many people are allergic to hedge hogs, though, so if you develop hives or itchiness after contact it is probably best that you do not try to touch it too much.

No. Hedgehogs are not domesticated animals, it would be cruel to keep one as a pet. If you have a big garden you might be able to see them but you shouldn't bring one into your house

I have no idea if you can keep one as a pet, I picked one up once and had my picture taken with him/her and apparently they are like full of disease although I didn't get ill or anything but they sure are spikey.
