It is in Hardy weinberg equilibrium as well.
I know the answer is .40, but I just don't know how to come about getting that answer...

If fr(bb) = 0.36, then fr(b) = sqrt(0.36) = 0.6. According to H-W Equation #1, fr(B) = 1 - 0.6 = 0.4. The combined frequencies of the two alleles must equal 1.
