Chemistry of ACID RAIN?

?Acidity has to do with H3O+ ions.......
I don't understand this part: carbonic acid ionizes in water to form low concentrations of carbonate and hydronium ions : 2H2O + H2CO3 --> CO32 + H30 .
Why does it matter if it ionizes in water ? Is it more dangerous? And what is CO32 .. ?

CO2(g) + H2O = H2CO3 in water it produces H3O+(aq) HCO3-(aq) which reacts to form
HCO3-(aq) + H2O --> H3O+aq) + CO3*2-(aq)
Acidity has to do with H3O+ ions.
