Ok, given that if it x power to run an electric motor to keep running at a constant x speed. If the motor were disconnected from power, and turned manually at x speed, would x power transfer as well?

Yes! In an electromagnetic system, three things are of primary concern - Force, Magnetic Field and Current. In the case of a motor, we provide electricity (current) and the permanent magnets provide the necessary magnetic field and the outcome is force, that is why the motor shaft rotates. Bow if you stop passing the current and rotate the shaft manually, then you are providing force; add it with the magnetic field and you will get current.
