If you are bored, then the reverse applies and time seems to drag.

It's certainly true that times seems to speed up as you get older. I assume it's a result of your brain slowing down, although it's also true that your brain becomes less efficient at storing recent memories, and so things that happened a long time ago seem to have been much more recent.

For similar reasons, alcohol slows down the brains processes (just listen to someone talk when they're drunk) and so time seems to pass faster.

Time passes at different rates depending on the speed one is traveling.

The rate of passage of time is always constant when observing ones self but the observed passage of time for other people and objects changes.

Clocks on the International Space Station must be updated to match those of ground stations. The clocks on Global Positioning Satellites must also be corrected regularly because of time dilation. The amount of difference in the passage of time for both of these cases are in microseconds and would be too small to be noticed by a person's senses. It is enough time however, to throw calculations way off and if not corrected, in a few days the GPS in your car would be several miles off.
