It can be a 90 degree day but when you are on the highway and your window is open the air is cold.

do you mean, if you put your hand out the window? because its pretty simple, if air is moving over your body fast then its wind or your moving through the air fast then it simulates wind, and becuase your moving through it the air drags your body heat away as your moving along, thats what makes it seem cooler but infact the temperature remains the same its just that your body heat is being pulled away! :P
