-Doesnt matter a bit.(OK, for a very few tests, blood has to come from an artery, but thats not what youre referring to,And the other answerer is WRONG about butterfly needles.......
Like, if you'd prefer them to take it from your hand not from your arm (or vice versa), does it really matter?

And the other answerer is WRONG about butterfly needles. They are not necessarily a smaller gauge (I've seen some huge ones). All they do is allow the person drawing blood to hold the needle differently. Don't request that, it only irritates those of us who know what we are doing. It's a choice that the blood drawer makes if he/she prefers that type of needle.

2] usually, it is safest to let the phlebotomist [ the person drawing blood ] pick the best looking vein
3] is is actually slightly more painful to draw blood from the back of the hand, than inside the elbow

As long as enough blood can be obtained, any site is fine.

The back of your hand could be used with a butterfly needle. This is a smaller gauge needle connected to tubing that the collection vial is attached to.
