Can a machine be a force multiplier and speed multiplier at the same time

Just wondering if a machine can be both a force multiplier and a speed multiplier at the SAME time.

No. Conservation of Work/Energy requires that if you increase speed you must decrease speed by the same amount to keep energy constant.
