I know what a wind chill factor is, it's when there is wind in addition to a cold day. I have heard people say for example it's 5C out today but the wind chill factor brings it down to about 0C.

What i am asking is:
Is it really colder in the wind, or, is it just that the wind takes the heat out of you faster but it's not any colder?

Your latter observation is correct. Your body constantly radiates heat. When you stand still, and the air is not moving around you, you end up with a radiant "blanket" of warm air that builds up around you. The greater the temperature difference is between your body and the surrounding air, the faster you gain or lose heat, thus the longer you stand still and warm the air around you, the easier it is to stay warm. When the wind blows past you (or you move past the air) that warm air is taken away, replaced by air of the actual outside temperature.

You can think of it as the wind chill temperature being how cold it "really" feels outside, whereas stagnant air makes it feel warmer than it actually is.
