In this reaction why meta-chlorotoulene is not formed?

Toluene has a CH3 group attached to the benzene ring. CH3 group (having +R and +I effect) is an electron donating and activating group. It increases electron density around the ortho and para positions. It cannot increase electron density around the meta position because resonance effect cannot occur at meta position.

In this chlorination reaction, Cl+ is the electrophile. It attaches to electron rich regions of the ring and forms the corresponding chlorotoluenes. Thus, in this case, ortho and para chlorotoluenes are formed, with the para form in high yield.
