Possible that the bulldog brand of steel woo is not highly conductive?2.I assume you mean one of those common, small 9V batteries.They may have too high an internal resistance to heat up even when short-circuited.-try just a tiny piece of the steel wool.......
I have bulldog's "fine" steel wool and if I touch it or connect it to a 9v (fully charged) battery it does not even heat up... any suggestions?

I have also tried it with two 9v batteries in a series.
