Because, you need either a pH meter or an indicator to tell you when you reach the appropriate point.

If you have a clear solution of NaOH, and you are trying to titrate it to pH 7 with a clear solution of HCl, how can you tell when you get there? Without an indicator (or pH meter), you simply can't.

Indicators are a very easy, very fast way to tell when you have reached a specific pH (depending on which indicator you use).
