without it ever actually raining-No, there has to be rain to have a rainbow.Maybe there wasnt any rain at your location but off to east there was rain.-double rainbow whoahhhh-It could have rained in the town over or somewhere closer,......
Okay, so my sister and I were just outside and we looked up and saw a really faded, but still noticeable, rainbow. The thing is, there was no rain today. It looked like it was going to rain the whole day, but never did. So I was just wondering if it's possible to have a rainbow with no rain?

You don't need to have rain over you but there must be rain falling where the rainbow is as the rainbow is caused by sunlight being reflected and refracted by raindrops. If the rainbow is weak then there is little rain falling and the drops are further apart but there must be some rain to produce a rainbow. Water vapour is a clear, colourless gas and does not produce rainbows.

a rainbow is light refracting off water vapor in the air. because water vapor hangs around after rain, there is often a rainbow afterwards. as for this instance, i bet the humidity is probably very high. its refracting off all the humidity, without it ever actually raining
