Because this hasn't happened in the Northeast in decades and people are unsure of all the damages and whether their homes are strong enough. And just because the wind isn't as strong doesn't mean there won't be A LOT of flooding going on.

Well let's see...a huge population resides in these states, buildings are not built to handle the hurricane and in cities like New York, they're very close together which is catastrophic.
